| TOPIC: "Construction Fraud: Are your Defenses in Place?" SPEAKER: Don Mullinax, Deloitte Financial Advisory Services, ACFE Regent DESCRIPTION OF SPEECH: Mr. Mullinax will discuss the common types of construction fraud, provide warning signs of construction fraud, and outline procedures for examining construction projects. He will provide real world examples to illustrate his talk including the infamous LAUSD debacle known as the Belmont High School Learning Complex. (Don was responsible for commissioning the examination of this project.) Don's talk has been approved by the State Bar of California for 1 hour of attorney continuing education credit. SPEAKER BIO: Mr. Mullinax is the National Public Sector Leader of Fraud and Forensics Services in the Los Angeles office of Deloitte Financial Advisory Services LLP. At Deloitte, he leads forensic audits and fraud investigations and provides anti-fraud services. Prior to joining Deloitte, Don served as the Inspector General for the Los Angeles Unified School District where his audits and investigations led to major reforms to the school system's procurement processes, financial management systems, and multi- billion dollar construction and modernization programs. Don also is the former Chief Investigator of the U.S. Senate's Permanent Subcommittee on Investigations. In that capacity, he conducted a broad range of complex investigations, including contract fraud, public corruption, and health care fraud. Don is a frequent speaker on anti-fraud programs, including fraud risk assessments, ethics programs, and fraud hotlines. He has a number of professional certifications, including Certified Fraud Examiner and Certified Internal Auditor. In 2006, Don Mullinax was elected to the Board of Regents of the Association of Certified Fraud Examiners. In February of this year, he was made the Chairman of the Board of Regents. |
