TOPIC:  "Attorney Related Fraud"

SPEAKER BIO: Thomas Layton is an investigator for the State Bar
of California, handling major investigations and complaints referred
from the judiciary.  For the past seven years at the State Bar, Tom
was a panel speaker on investigative procedures for the National
Organization of Bar Counsel.  He assisted in establishing the Unlicensed
Practice of Law enforcement unit and the emergency response team.  

Tom has participated in numerous seminars and has lectured to civic
organizations and attorney groups regarding State Bar investigations.
Before coming to the State Bar, Tom was a deputy with the Los Angeles
County Sheriff's Department (LASD).  Tom worked as a narcotics detective
for his last eight years in LASD.  Prior to working in the narcotics unit,
he worked gangs, patrol at Carson Station and custody at the Men's Central Jail.

Tom is currently a Special Assistant to Los Angeles County Sheriff Lee Baca.
Tom is the past Chair of the California Narcotic Officer's Association (CNOA),
Los Angeles Region.  He continues to serve on the State Board of CNOA as
chair of the Sub-Pac Committee and legislative committee. Tom is Chair of
the Political Endorsement Committee for the Association of Los Angeles Deputy
Sheriffs and District Attorney Investigators. He also serves as a delegate for
Lodge 1 of the Fraternal Order of Police (FOP).  Tom served on Governor
Gray Davis' Judicial Selection Committee, representing public safety.   

He received his B.S in Criminal Justice from Chapman University and his
M.S. in Organization Leadership from Woodbury University.  Tom served
six years in the United States Army and is a member of the American Legion.


DESCRIPTION OF SPEECH:  Mr. Layton will first outline what typically are the
fraud schemes that attorneys get involved with illustrated by real cases
from Tom's case experience as an investigator.  Tom investigates for the
State Bar as well as jointly works on investigations with law enforcement
such as The Trevor Law Group, which was a multi agency investigation.

Tom will then tell us who gets involved (and in what way) in investigating
these fraud schemes--the legal redress and discipline mechanisms.

Finally, there will be a "what happens to these people" part of the presentation.

All three main topics will be illustrated with real case examples.
